Accessibility policy
The Precursor Area of the Center for Intelligence against Terrorism and Organized Crime (CITCO), under the Ministry of the Interior’s Ministry of Security State Secretariat, has been developing a project for the integral transformation of its procedures that now sees the light. It is a question of responding to most of the actions to be taken by citizens and companies in the field of explosives precursors.
To this end, the mobile application APEx (application of explosive precursors) has been developed, which will facilitate the aforementioned actions, providing an improvement and saving of time and effort that is expected to meet the expectations of the most demanding managers.

Application procedure
According to Article 13 of Royal Decree 1112/2018 of 7 September, on accessibility of websites and applications for mobile devices in the public sector, you can call for the complaint procedure:
Article 13.1. If, after a request for accessible information or complaint has been made, it has been dismissed, disagreed with the decision taken, or the response does not meet the requirements of Article 12.5, the person concerned may initiate a complaint in order to know and oppose the grounds for dismissal, call for appropriate action in the event of disagreement with the decision taken, or set out the reasons why the response is deemed not to meet the requirements.
A complaint may also be initiated if the period of twenty working days has elapsed without having received a reply to a complaint lodged.
To make this complaint, you must download and complete the web accessibility complaint form available to you. Once you have correctly completed the web accessibility complaint form, you can send it to the Subdirección General de Calidad de los Servicios e Innovación, code DIR3 EA0019193, through the two indicated channels:
- Telematic: through the electronic registry by means of the existing procedure in the electronic headquarters of the Ministry of the Interior. (requires a Digital Certificate and the ability to sign electronically through Java applet or Autofirma application).
- In person: by delivering the duly completed template printed on paper, in the network of registry assistance offices.
Against the resolution of this complaint, the appropriate administrative remedies may be instituted, in accordance with the provisions of Article 112 of Law 39/2015 of 1 October 2015.
